However ALL Elite users have just downloaded the (8gb) patch which contains horizons so you don't need to download anything from frontier to get it to work just launch the steam version manually outside of steam and you get the new horizons capable launcher. it seems to detect steam is running and give players the old launcher with no Horizons access. Steam just blocks Horizons when you launch it that way. On the other hand I've just realized how I waste my sparse time for something like this.
